The small reform of Czyste Powietrze announced by NFOŚiGW on 13 July 2026 applies to applications filed since 20 July 2026. Maximum unit rates for thermal modernisation rose by 10% (wall insulation up to PLN 275/m², windows up to PLN 1,320/m², external doors up to PLN 2,750/m² at the highest funding level), beneficiaries using prefinancing now have 180 instead of 120 days to complete works (also available to agreements from the 31 March 2025 call after an amendment), the three-year ownership rule gained new exceptions (adverse possession; at least one year of ownership with a share of 50% or more bought or received from parents or grandparents), and people with building qualifications, not only master chimney sweeps, may certify disconnection of the old heat source. Applications at the highest level and with prefinancing at the enhanced level still go through operators, who can now draft them in GWD.
Electric heating other than heat pumps leaves the programme after a transition period ending 31 December 2026. PV and heat-pump grant amounts were not changed in July; PV remains eligible only together with a heat-source replacement. Polski Alarm Smogowy counted 11,160 applications between 31 March and 30 June 2026 versus 78,326 in the same period of 2024. An energy-audit voucher is planned for the second half of 2026 and further changes after talks with the EIB may follow from 2027.
For installers: pair heat-pump offers with insulation works to capture the higher 2026 rates, use the 180-day prefinancing window, and warn customers that electric heaters lose support after 2026.
