RVO lists the proposed ISDE changes for 1 January 2027 (still to be finalised). Heat pumps that communicate via EEBus, S2 or Matter get a one-off €200 smart-control bonus; the A+++ label bonus rises from €200 to €250, while the rate for air-water heat pumps falls from €225 to €120 per kW. HR++ glass rises to €30/m², triple or vacuum glass in new frames falls to €55/m², and electric cooking appliances drop out (purchases before 1 January 2027 can still be claimed within 24 months). Applications for 2027 open on Tuesday 5 January 2027 at 12:00.
Transition rule: heat pumps or glass bought on or before 31 December 2026 and installed in 2027 keep the 2026 rates with proof of purchase; business applicants keep the 2026 conditions if they apply before 31 December 2026. ISDE still contains no measure for solar panels or home batteries. According to the Miljoenennota 2027, the budget is about €499 million in 2027, falling to €347 million in 2030, the scheme's final year.
For installers: Close air-water heat-pump deals with a dated order confirmation before 31 December 2026 to lock in the €225/kW rate; from 2027, stock smart-ready models to capture the €200 bonus.
