Ukraine: regional programmes refunding part of the cost of household SES with a bidirectional meter — Kyiv accepts applications online

Oblasts and cities fund from local budgets a partial refund of SES equipment costs for private homes (aim: energy independence during outages). Conditions, amounts and availability depend on the region; in Kyiv the application is filed via the city portal.

Example: a draft oblast programme procedure from March 2026 provides a partial refund of SES value with a bidirectional meter for households. In parallel the 'green' tariff for household SES applies (2026: 526.52 kop/kWh excl. VAT for rooftop systems up to 150 kW), but payments are delayed — Ukrenergo disputes some settlements and the debt to household SES reached about UAH 3 bn.

For installers: complete the equipment documents (invoices, certificates) — without them no refund; warn customers about green-tariff payment delays.
