Law 160/2026 was published in the Official Gazette no. 603 of 23 July 2026 and entered into force on 26 July 2026. Prosumers with installations up to 200 kW per consumption site keep quantitative compensation until 31 December 2030; installations of 200–400 kW move to financial regularisation of the surplus at the monthly weighted-average day-ahead (PZU) price. Invoicing and settlement become monthly, prosumers may compensate energy across several sites, and households up to 27 kW can use the value of their surplus to pay gas bills.
ANRE must update its methodology (Order 15/2022) within 60 days. On 20 August 2026 it published two draft orders, the main commercialisation and multi-site allocation methodology, planned to apply from 1 January 2027 to new contracts, and transitional rules for contracts concluded until 31 December 2026, consulted until 31 August 2026. Existing contracts migrate through a standard addendum. As of early November 2026 the final orders had not appeared in the Official Gazette.
For installers: the 200 kW netting threshold and the 2030 horizon make 100–200 kW commercial rooftops attractive again, while 200–400 kW clients should be sized for self-consumption and storage since their surplus is paid at spot prices.
