Since 22 September 2025 commercial PV between 100 and 500 kWc in mainland France no longer gets an S21 feed-in tariff but must win a simplified tender ('Petit PV') run by the CRE. Price is the only selection criterion, only three administrative documents are required, modules must show a carbon footprint of at most 740 kg CO2-eq/kWc certified by an accredited body such as Certisolis, and the installer needs the same qualification as under S21. Winners receive a 20-year complément de rémunération for full or surplus sale; the combined power P+Q at the site must stay below 500 kWc.
The second period (20–31 July 2026, open to ground-mounted projects as well as roofs and canopies) attracted 963.5 MWc of bids for 288 MWc on offer; in October 2026 the CRE retained 871 projects for 288.31 MWc at an average price of 75.48 €/MWh, down from 88.73 €/MWh for the 157 winners of the first period. The date of the third period had not been published by early November 2026.
For installers: prepare files (connection quote, roof or land rights, Certisolis module attestation) ahead of the next window and bid sharply — oversubscription is above threefold, so the price decides.
