The Government issued the decree on energy grants for residential buildings on 10 September 2026 and Varke opened applications on 28 September 2026. Eligible applicants are housing companies and owners of state-subsidised rental or right-of-occupancy housing; private individuals and businesses are excluded. The grant is up to €4,000 per apartment and at most 50% of the costs approved in the decision and actually incurred. The package of measures must raise the building's energy performance to at least 10% above the statutory minimum, proven with comparison calculations (E-value). Ministry examples are efficiency improvements, system adjustments and replacing fossil heating with district heat or ground-source heat pumps; solar PV and batteries are not named, so their contribution within an E-value package should be confirmed with Varke.
Design costs from 20 April 2026 and works started from 1 June 2026 can be claimed retroactively if the application is filed by 31 December 2026; from 1 January 2027 works may not start before applying. Applications are processed in order of arrival.
For installers: Partner with HVAC designers to offer housing companies a combined package (heat pump plus rooftop PV) with the E-value calculation included, and file before year-end for projects already under way.
