France: 2027 budget bill ties the 5.5 % solar VAT rate to EU 'resilience' criteria, no relief for batteries

Article 28 of the PLF 2027 would make the reduced VAT on PV panels conditional on their contribution to supply-chain resilience under the Net-Zero Industry Act; amendments extending 5.5 % to home batteries were rejected on 2 November 2026.

France: 5.5% VAT on PV systems ≤ 9 kWc since 1 October 2025 — subject to module carbon footprint and an energy-management system

The 5.5 % rate still applies in November 2026, but since 1 March 2026 the installer must hold a recognised qualification, a replacement arrêté (hail class RG5, 130 µm wafers) is still unpublished and the 2027 budget bill would tie the rate to EU 'resilience' criteria; batteries stay at 20 %.

France: Advenir runs to 2027 with higher co-ownership charging premiums; €500 smart-charger bonus from January

The CEE-funded Advenir programme (€520 m, 250,000 points targeted by 2027) pays 50 % of charging infrastructure in apartment buildings, with caps raised on 1 April 2026; a new €500 premium for smart home chargers is announced for 1 January 2027.

France: self-consumption premium abolished for requests after 4 June 2026; surplus bought at a flat 1.1 c€/kWh

The arrêté of 1 June 2026 (Journal officiel 4 June) ended the investment premium for 0–100 kWc and replaced the quarterly S21 tariffs with a single 1.1 c€/kWh surplus price; systems of 9 kWc or less can no longer sell their full output.
