The Elektrizitätswirtschaftsgesetz (ElWG) passed the Nationalrat on 11 December 2025. PV systems up to 20 kW grid-effective capacity stay free of network charges on feed-in; larger new and existing plants pay a fixed supply-infrastructure contribution (Versorgungsinfrastrukturbeitrag) of 0.05 ct/kWh from 2027 instead of the previously planned variable fee. Grid operators may cap the feed-in of new or expanded PV systems at 70 % of module peak power; PV Austria estimates a loss of about 2 % of annual feed-in for a typical household.
Storage that is demonstrably operated in a grid-supportive ('systemdienlich') way is exempt from network usage and network loss charges for 20 years, ending double charging on charging and discharging; E-Control is to specify the criteria. Reported but to be confirmed in the final text: a connection-fee exemption for plants up to 15 kW, a controllability requirement for new PV systems from mid-2026 and energy-community rules applying from October 2026.
For installers: size commercial rooftops with the 70 % feed-in cap and self-consumption in mind, pair them with storage designed for grid-supportive operation, and price in the 0.05 ct/kWh contribution for plants above 20 kW from 2027.
