The FER X definitivo decree, in force since 7 August 2026 after EU clearance on 8 June, is Italy's new support scheme for mature renewables: up to 37.15 GW, of which 10 GW through direct access for plants up to 1 MW (until 31 December 2030 or quota exhaustion) and 27.15 GW through GSE auctions — 10 GW photovoltaic, 16.5 GW wind, 0.63 GW hydro. Support is a 20-year two-way contract for difference settled against the day-ahead price; plants below 200 kW get an all-inclusive tariff. For PV above 1 MW the exercise price is 80 €/MWh (ceiling 95, floor 65), plus 27 €/MWh for plants replacing asbestos roofs and 10 €/MWh on water bodies.
MASE approved the GSE operating rules in August and, by decree no. 93 of 2 October 2026, the contingents for the first two procedures: PV minimum 0.21 GW, target 0.35 GW, maximum 3.5 GW per round, with 1.5 GW reserved for NZIA-compliant bids. Qualification requests were due by 30 September, expressions of interest and guarantees between 22 October and 6 November 2026, qualification by 30 November; trade press expects the auction on 1 December 2026.
For installers: direct access up to 1 MW is the practical channel for commercial roofs — register projects on the GSE portal early — while NZIA lots favour EU-made modules and inverters.
